As data flows within the state government, it converges onto the Wide Area Network (WAN) infrastructure expertly managed by WaTech. Centralizing this demand allows WaTech to competitively acquire substantial bandwidth, reducing costs while enhancing speed and capacity. Acting as a dedicated point of contact, WaTech engages around the clock to design, order, implement, and operate networks, dispatching staff to swiftly resolve issues and collaborate with vendors. Our shared goal is to enable you to concentrate on your core business functions.
Ensuring a robust service availability, we aim for a 99.9% reliability in Transport and Connectivity, assessed on a monthly basis. WaTech continuously collaborates with providers to fulfill contractual obligations, guaranteeing the consistent availability of the Data Network.
Components of Transport and Connectivity:
- Customer Site Connectivity:
- Facilitated through Provider Last Mile, connecting customer sites to the state network.
- State Metropolitan Optical Network (SMON): Interconnected managed fiber rings covering areas of Olympia, Tumwater, and Lacey, providing network connectivity to agency offices in the service area.
- Campus Fiber Network (CFN): Utilizing fiber optic facilities across the Capitol Campus, with circuits terminated into SMON node sites.
- Provider and Customer Edge (PE/CE) Devices and Management:
- WaTech owns and manages Provider Edge (PE) devices at sites hosting multiple WaTech customers, ensuring secure data transport through one physical circuit to multiple customers.
- Customer Edge (CEs) devices, typically co-managed by WaTech, are customer-owned (details available in our CE Service Announcement).

In our commitment to excellence, WaTech has revolutionized the procurement process for Ethernet Transport and Connectivity contracts. We continually reevaluate, adjust, and expand contracts to meet evolving business needs. Our innovative approach aims to expand vendor access, improve predictability in circuit installation dates, harmonize contract management, and enhance flexibility for upgrades and technical requirements.
WaTech relies on Ethernet provider Master Service Agreements (MSAs) to facilitate the procurement of networking services, including local access connectivity, WAN connectivity, and data transport services. Vendors interested in participating in our procurements can do so by signing and returning the MSA and relevant technical addendums.
The initial technical addendums cover Wireline Ethernet and Fixed Wireless. Bid requests are sent to vendors with a signed MSA and relevant technical addendum for the service being procured. Links to the Master Services Agreement and addendums are provided for your reference:
